This page reflects the work undertaken by the learning circle on local and municipal development.
Some of our concerns are:
- What are the megatrends which define the new role of municipalities in El Salvador? Demographic, economic, political, legislative, budgetary...
- What types of information do the different sectors in a given locality need in order to progress locally as well as participate more in national development?
- What are some of the obstacles to accessing and using information and knowledge in local environments? Culture, education, infrastructure, policies, gender differences, contents, resources...
- What concrete effects do these obstacles produce?
- How can we strengthen local capacities to assimilate and apply available information?
- What can Salvadoran municipalities learn from each other? From municipalities in other countries? What mechanisms could facilitate this horizontal learning? What resources and partnerships are necessary to create and sustain such mechanisms?
- What information must be produced locally (multisectorial) in order to promote investment, aid and development? How should such information best be disseminated? Necessary partnerships and resources?
- How can information tools and networks best be utilized for decision-making about resource and investment allocation priorities between the central government/nation and local governments/municipalities?
- What role do or could different media have in strengthening local learning and development? Educational television, libraries & cultural centers, community radio, community cell phones & pagers, service centers, shared-access Internet/fax/telephone cabins...
