This page reflects the
work undertaken by the learning circle on Migration and Knowledge Transfer. The members of
this circle live in many parts of the world; they are Salvadorans who wish to maintain
national ties regardless of distance, and to contribute with new ideas, skills, talents
and "know-how" to Salvadoran development. We have a group in San Salvador which
meets biweekly to analyze and explore this issue, and to summarize contributions from
other regions.
Some of our concerns are:
- What has been the relationship between Salvadoran emigration and transfer of new
knowledge to El Salvador? What kinds of knowledge have been transferred? Positive,
negative?
- Are there cultural factors which inhibit the transfer of new and useful knowledge that
could strengthen individual, community, business and national development in El Salvador?
Are there cultural factors which enable it?
- What gender differences are seen in the types of contribution from emigrants and
returnees to enriching the nation's productive and technological knowledge? In terms of
receptivity to these kinds of knowledge?
- What special role can/does Salvadoran youth abroad play in contributing to Salvadoran
development, particularly those who have grown up abroad?
- What can and/or should Salvadorans at home learn from their sisters and brothers abroad?
From those who have returned from studies and/or work abroad? How can this learning be
facilitated?
- What can and/or should professional associations, government institutions,
municipalities, non-governmental organizations, universities, and others do to strengthen
ties with the Salvadoran community abroad?
- What information must El Salvador produce and disseminate to attract more investment and
trade by Salvadorans abroad?
- What electronic mechanisms could help strengthen economic, scientific, technological and
cultural development in El Salvador through emigrant channels? Who are the most likely
champions of these kinds of initiatives? What partnerships can be established among the
government, private sector and civil society to strengthen these efforts?
