The project began in early 1998 as a result of a World Bank donation to the government of El Salvador. Its active participants included civil society associations and organizations, members of the business community, and representatives of local and national government structures. They worked together in learning circles, through specific studies, events and electronic discussions, to identify chief advantages and obstacles in specific development situations, as well as best practices worldwide.
